R12: APXINAWT Projected Withholding Tax is Including Expired Tax Rates (Doc ID 2949677.1)

The projected withholding tax window is considering end dated rates from the Withholding tax details window in the calculation

Steps to Reproduce:

1. Nav: Setup-Tax-Withholding-Codes
Select/create a withholding tax code with 2 rate lines. One end dated and the other active.

2. Nav: Invoices-Entry-Invoices
Create and validate an invoice from invoice workbench assigning the AWT
code from the previous step.

3. Review projected withholding tax from the toolbar: Reports>View Projected withholding

4. The withheld amount is considering both rate lines, creating an incorrect calculation.
