Symptoms

When attempting to define accounting strings in payables options,
the following error occurs.

Value XX for the flexfield segment COMPANY does not exist in the value set XXXXXXXX

STEPS
------------

The issue can be reproduced at will with the following steps:

1. Navigate to Payables responisbility
2. Setup>Options>payables options
3. Define Accounting CCID
