Workflow WF_CONTROL queue getting 'library cache lock' causes Applications to hang

Oracle Applications sessions appear to be hanging.
The Workflow Control Queue Cleanup concurrent process is running.
In the database trace file, one can see a library cache lock held by the WF_CONTROL queue.
