Consumption Advice Program Fails With Error "ORA-01403: no data found" For Specific Transactions (Doc ID 2951276.1)

Symptoms

Old Consumption transactions do not generate a consumption advice. Issue is specific to 1-2 transactions, other transactions for the same item have generated correct consumption advice.
Multi-org profiles, Approved Supplier List, Blanket are all valid.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Inventory > Transactions > Material transactions > View transactions by date range > See 2 consumption transactions  stuck at Pending.
2. Run Consumption Advice program and review the log (INV Debug profiles enabled)

3. See that the log shows error and the record was never processed.
