Oracle Internet Expenses Picks Incorrect Exchange Rate for Foreign Currency IExpense Receipts

Facing an issue while raising Foreign currency IExpense (Functional Currency# INR , I-Expense Receipt Currency# USD):
1. Exchange Rate is not defaulting as per Default Rules.
2. System is considered the Reversal rate from INR to USD conversion

EXPECTED BEHAVIOR

Able to see the correct exchange rate on the Expense line level

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Iexpenses
2. Create new Expense report
3. In the lines level enter the foreign currency amount and proceed with the next
