Standard Forms LOV Values Are Not Shown Under The Negations > Solicitation

Symptoms
Standard Forms drop down values are not shown under the Negations => Solicitation
When trying to amend then "Standard Form" the LOV shows the single value instead of all values.
It is expected all the LOV values to be displayed.
STEPS

The issue can be reproduced at will with the following steps:
1. Navigation part : CLM Sourcing Super User => Sourcing => Sourcing Home Page
2. Negotiations tab > Click on the “Draft Negotiations”
3. Negotiations form opens
4. Standard Form field : SF30
Document Format SF30
