Symptoms
When trying to launch the Payroll ECC Dashboard, following error appears
ERROR

"Converter Error: Enter a value in this format: '29-Nov-1988 15:45:31'."
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login using "HRMS Manager" Responsibility.
2. Navigate to function "Payroll ECC Dashboard".
3. In the opened up page, no data was displayed, instead the above error message was displayed.
