Goal

The requirement is to implement the following for self-service AND for core apps

On an SIT (key flexfield) one of the segments is conditionally required,dependant on the input of a previous segment:

Segment1 = Reason: (Translatable) Independant valueset with 5 values and
one of the values is 'Other'
Segment2 = Comment: this comment is free text, but is not to be accessible
unless Segment1 = 'Other'. 
In that case, the Segment2 should be mandatory.
