Cannot Create or Update Addresses In Contact Center (CSCCCCRC) (Doc ID 295210.1)

Symptoms

Within the Contact Center addresses tab, it is not possible to update or add addresses.
Trying to add a new address line errors:

"FRM-41051: You cannot create records here
STEPS
=======
(R) Customer Support -> Contact Center -> Address Tab
Select Address line and attempt to create new line.  Error occurs.

Changes

Upgraded to 11.5.10
