Symptoms

When attempting to run the ADOP Cutover phase, the following error occurs.

ERROR

ERROR: ORA-12992: cannot drop parent key column, SQL: alter table "HR"."PAY_COST_ALLOCATION_KEYFLEX"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade from 12.1 to 12.2.11
2. Running the ADOP Cutover phase
3. See the error
