After Cloning an Instance, Workflow Will Not Start

1. The production environment has been cloned to a test environment successfully
using Rapid Clone <Note 230672.1>.
2. Everything seems to be working fine except the Workflow Notification Mailer.
3. When trying to start the Workflow Notification Mailer using OAM, the
following error message is received:

An error has occurred!
The Service Component Container is not running.
