ECC Installation Fails With Error ORA-12154, TNS:could not resolve the connect identifier specified or ORA-12505, TNS:listener does not currently know of SID given in connect descriptor (Doc ID 2953312.1)

Symptoms


When attempting to install Enterprise Command Center (ECC), the installation fails at step 4 when trying to setup the database with following errors in the setup.log:

Selected ECC DB is jdbc:oracle:thin:<EBS_HOST>:<EBS_PORT>:DEV
Is the user ECC existing in ECC database [y/n]? n
Enter the database system user name: system
Enter the database system password:
Enter the password for ECC DB user ECC (Passwords must be at least 8 characters long):
Confirm the password for user ECC :
The table space path detection script failed. Please refer to the /u01/ECC/Oracle/quickInstall/logs/setup.log for more information
Error code 122

Following were the steps used to replicate the behavior

1. Install ECC V10 as per doc#2495053.1
2. Go to 4.3 Configure the Oracle Enterprise Command Center Framework Installation
3. Perform 4.3.1 Set Up the Database and check if the connection is successful
