Mass Change Not Updating The Warehouse For Component Items In a PTO (Doc ID 2953506.1)

Symptoms

When doing Mass Change for a PTO item to change the Warehouse, only the top model is updated with the new Warehouse and the component items remains with the old Warehouse.
Manually changing the Warehouse for component items works fine.
Mass Change it is working fine with ATO item.
Mass change functionality were working fine for PTO before 19c upgrade.
