Symptoms
Workflow notification mailer could not process the IMAP mail after inbound processing checkbox is unchecked.
Workflow Java Mailer Analyzer Report shows the following warning:
Mailer IMAP Basic Connectivity:

Warning: The inbound thread count for Workflow Notification Mailer is set to 0.
STEPS

The issue can be reproduced at will with the following steps:
1. Login to EBS Applications
2. Please go through the Workflow Mailer Configuration and set all the Parameters except the Inbound Thread that must be left unchecked.
Changes
The inbound processing checkbox is unchecked in the configuration Page.
