EBS R12.2 Online Patching Enablement Patch 13543062:R12.AD.C fails with ORA-20099: E-Business Suite Patch Edition does not exist (Doc ID 2954521.1)

Symptoms

While upgrading from EBS R12.1.3 to R12.2 following the Oracle E-Business Suite Upgrade Guide, and executing the step in Performing the Upgrade　-> Enabling Online Patching　->　10.Download and apply the Online Patching Enablement patch, the following errors occurred when applying <patch 13543062:R12.AD.C>.

ERROR

adpatch_u13543062.log:
ATTENTION: All workers either have failed or are waiting:
FAILED: file ADZDALLDDLS.sql on worker 1.
FAILED: file ADZDEXRPT.sql on worker 2.
