CSICSOFL Transaction Fails Due to UOM Conversion for Model and Component. (Doc ID 2954736.1)

Symptoms

Sales Order Fulfillment Transaction (CSICSOFL) fails to interface.  Following error occurs.

ERROR

CSI_CUSTIB_ORDER_FULFILL_PUB.PROCESS_FULFILLED_OMLINES User Exception:
 There is some exception while processing fulfilled lines
l_error_message :
Transaction Errored out while interfacing to Install Base
  status : FAILED AGAIN
  error :
  END CSICSOFL-03-APR-2022 11:38:09
END resubmit_errors-03-APR-2022 11:38:09

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create ATO Model
2. Include serialized option item with different UOM than Model
3. Create a Sales order for the ATO Model
4. Complete Wip process and Ship the Model
5. Run Workflow Background Process to fulfill the order
6. Transaction fails to interfaced to Install Base.
