Blocking CSV and AS.CSV Uploads that Affect Static Rating Cache to Prevent Performance Degradation (Doc ID 2955029.1)

Goal

 The OTM application offers the ability to upload either CSV or Application Server CSV (AS.CSV) files to create/modify data such as rates.  When uploading these files to create or modify rate data, rating caches are cleared which can affect planning performance as rates have to be queried from the database rather than retrieving from cache.  To prevent these type of performance issues, a feature is introduced to control when uploads of CSV or AS.CSV files are allowed in OTM for a specified duration.  This feature can be tracked under the following patch:
