Sourcing Responsibility Does Not Display All the Available Public Supplier Invitation Lists (Doc ID 2955116.1)

Symptoms

All the available public Supplier Invitation Lists created in one Sourcing Responsibility are not displayed in a different
Sourcing Responsibility. In a Sourcing responsibility, users have created various Supplier Invitation lists with access level
as Public. When attempting to access these invitation lists in a different Sourcing Responsibility during negotiation
creation or review they are not displayed.

STEPS
The issue can be reproduced at will with the following steps:
1. Login as the user and create a new Supplier Invitation lists with access level as Public in a Sourcing responsibility.
         Navigation -> Sourcing responsibility -> Sourcing Home Page -> Reusable Lists> Invitation 
2. Login as the same or a new user and access a different Sourcing Responsibily than that in step 1.
3. Attempt to search the Supplier invitation lists created in step 1, during a negotiation creation or review
4. The Supplier Invitation list created earlier is not shown in search results.
