"Invalid managed server" error when creating a new Forms Server (Doc ID 2955158.1)

Symptoms

On : 12.2.11 version, Weblogic Server

When attempting to add a new Forms managed server on an instance on Microsoft Windows x64 (64-bit)
the following error occurs.

ERROR
-----------------------
ERROR: Invalid managed server forms_server2

ERROR: Unable to stop managed server forms_server2




STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. used the script as per the step 4.4.1, Doc ID 1905593.1
2. the script fails, as the managed server can't be stopped

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot add a new managed server
