Batch Ingredients With Scale Type of Integer/Multiple Are Not Scaled According To The Scale Multiple

Symptoms
Ingredients with a scale type of Integer/Multiple are not rounded up to the multiple unless the ingredient quantity is at least half of the Multiple.
For example, create formula with integer scale ingredient, scale multiple = 10, Scale Rounding Variance = 100, Rounding Direction = Up
Ingredient qty in formula is 1
Product qty is 10
Create a batch for 4 times the product qty, i.e., 40, ingredient qty is set to 4, is not rounded
Create a batch for 6 times the product qty, i.e., 60, ingredient qty is set to 10, is rounded.
Create batch for 110, ingredient qty is set to 20, is rounded.
It seems that rounding only occurs if the quantity is at least half of the scale multiple.
EXPECTED BEHAVIOR

With Scale Rounding Variance = 100, Rounding Direction = Up, expect the ingredient qty to be rounded to the Multiple in all scenarios, even if it is less than half of the scale Multiple.
STEPS

The issue can be reproduced at will with the following steps:
1. Create formula with Integer Scale ingredient (Formulator > Formulas)
2. Create batch for a size in which the ingredient qty would initially be calculated as less then half of the scale multiple (Production Supervisor > Create Document)
3. See that ingredient qty is not rounded up to the Multiple (Production Supervisor > Batch Details)
