Symptoms

Not able to finalize draft amendment via API pn_leases_pub.p_amend_status 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create lease via API pn_lease_pub.create_lease in Draft Status
2. Use pn_leases_pub.p_amend_status to change status to final
