System allowing to change attributes through item template application which are under change order control.

The user is using life cycle control for attribute change control and attribute groups are under change order required. The system does not allow to change individual attributes as they are under change control, but if the same is done through applying an item template (Which has attribute values changing and are under change order required control) then system allows to change the attributes. Following warning is thrown but system allows to change the attributes.

The issue can be reproduced at will with the following steps:
1. Go to Development Manager.
2. Query an item. (Navigation: Item Catalog -> Item Simple Search)
3. Apply a template to the item
4. See that it changes the attributes with a warning.
