Budget Page Is Not Taking '&' Character In Activity LOV and Customer LOV, It is replaced by Junk Characters (Doc ID 2956025.1)

Find that in Budget page, whenever the activity name or customer is having '&' in it, the system populates it with some junk character (#38;) after submitting for approval.


The issue can be reproduced at will with the following steps:
1. Using Trade management user responsibility, navigate to Budgets page, create a budget and have either activity or customer name to include '&' character.
2. Submit for approval and observe the junk character.
