Symptoms
In EBS,when attempting to submit concurrent request,following error message occurs in FNDRSRUN form and concurrent request not getting submitted.
STEPS

The issue can be reproduced at will with the following steps:
Responsibility: System Administrator
Navigation: View > Request > Submit Single Request
Enter 'Active User' Program and submit
Changes
