Symptoms
While doing Inter-organization transfer , no list of values found to enter destination organization even though shipping network is defined.
See below error when trying to populate the To Org Field

FRM-41830: List of Values contains no entries
The issue can be reproduced at will with the following steps:
1. Login to Applications
2. Go to Inventory responsibility
3. Navigate to Inventory > Transactions > Inter-org transfer
4. Try to Select the To Org Field from List of values
