ADI Install:You Must Stop All Oracle Services and Applicaitons Using Net8 (Doc ID 295674.1)

Symptoms

 ADI 7.1.3
Windows XP Version 5.1 Service Pack 1
Excel 2003 SP 1

This is a new laptop.  The install of  Discoverer and ADI failed.

The following message is received when trying to install ADI 7.1.3:
     You must stop all Oracle Services and Applications using Net8 for the Net8 installation to be successful.

It appears there are no Oracle Services or Applications running.
