G-INV Intragovernmental Transaction (IGT) Requisition change functionality does not allow to update unobligated requisition line

The System does not allow the user to update unobligated requisition line using "Requisition change" functionality.

Example Scenario:
For instance, the IGT Requisition is created with three lines and two lines are obligated and one line is pending obligation. Business decides to uncommit funds of line-3 on year-end close, however system does not allow the user to update the unobligated line amount.

Example Steps:
 1. Create IGT Requisition with 3 lines.
 2. Create IGT Order using two (1&2) lines for the three Lines and Approved form both Requesting and Servicing Side.
 3. Update the IGT Requisition line-3 to uncommit which is unobligated.
 4. System does not allowing to update the unobligated requisition line in question.
