Invoice Document Failure In Oracle Business Network (OBN) Not Transmitted to Fusion ERP (Doc ID 2958376.1)

Symptoms

On : 11.1.9.2.0 version, Invoice

When attempting to transmit an invoice document from a supplier trading partner to Fusion Payables through OBN (Oracle Business Network), the following error occurs

ERROR

Error occurred while invoking receiver SOAP service.
Error Message
  Error occured while invoking receiver SOAP service
Cause
  The target enspoint may be down or there is some setup issue
Possible Remedy
  Ensure that the endpoint is up and also verify the setup at the target environment is correct

  403

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. OBN > Monitor
2. When processing invoice inbound from trading partner supplier to OBN into Fusion the reported error occurs

Changes

 Web Application Firewall (WAF) had additional security controls with restricted IP addresses and geofencing/geolocation implemented.
