Fusion PO Outbound Message Fails In OBN With Error 400 (Doc ID 2958651.1)

Symptoms

On : 12.1.2 version, Trading Partner Admin UI

For Punchout supplier defined in Oracle Cloud Procurement, the requisition is created from the Punchout catalog, converted to PO , approved and then sent to Oracle Business Network (OBN). In collaboration messaging history in Fusion the message shows as successful but in OBN message fails with below error:

HTTP POST Exception
Cause
Receiver is unable to receive the HTTP POST request. Receiver site may be unavailable.
Possible Remedy
No action needed. The message will continue to be retried for 72 hours from time of first delivery attempt.

Steps to Reproduce
-----------------------
1. Punchout in Oracle Cloud Procurement
2. Create  requisition from punchout
3. Create the requisition to a purchase order
4. Approve and transmit the PO to supplier via CMK > OBN
5. OBN shows errored transaction
