ATO Item Shipped Without Actual Shipment Date, Shipped Quantity=0 / ATO Model Shows Cancelled and *Item Closed (Doc ID 2960180.1)

After Release 12.2.11 ATO Item Line of Sales Orders Showing as Shipped Orders with
no Actual Shipment Date or Ship Quantity on ATO Config Item Line.
While other lines (ATO MODEL, ATO OPTION CLASS, ATO OPTION) are as expected.

Some of these Sales Orders Lines Showing ATO Model as Cancelled when the
Config *Item Status is Showing Closed. 

The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Order Organizer > Query Sales Order : nnn6943 
3. Header > Closed > Order
4. Line > 1.1 Model > Close > Actual_Shipment Date = 17-Nov-22
    Line > 1.1..0 > Config *Item > Closed > Actual_Shipment Date = NULL
5. Order Organizer > Query Sales Order : nnn059 
6. Header: Cancelled
7. Line 1.1 > ATO Model > Cancelled
  Line 1.1..0 > ATO *Item > Close > w/Fulfillment Set
  All Option / Class Items > Cancelled
