Getting error while saving the resource units in Department / Resource

ERROR
The number of resource instances record should be equal to capacity units


STEPS
The issue can be reproduced at will with the following steps:
1. Navigate to "Oracle Bills of Materials => Bills => Routings => Departments"
2. Query the Department => Click on Resources button
3. At the Resources form, change the "Units" value
4. Click on Instances button => And enter the value there as well and SAVE
5. Will get the error message
