Symptoms

When attempting to change the Bill to location on Quote: nnn175 and save it,
the following error occurs.

Error: Cannot specify a value for this attribute (Expiration Date) in fulfillment phase.

The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate to Sales Order Form
3. Query Quote Number: nnnnn175
      Status: Booked
      Address Information:
      Ship To Loc: nnn754
      Bill To Loc: nnnn711
4. Tried to change the Bill To from nnn711 to nnn754 > SAVE
5. Error message observed.
