Payroll Archive concurrent request completes with errors, which is found in the log file.

The issue can be reproduced at will with the following steps:
1. Log in to US HRMS Manager responsibility
2. Run Payroll Archive concurrent process.
Navigate: Processes and Reports > Submit Processes and Reports > Single Request
