Can Pending Close Project Status Be Used to Not Allow Creation of New Commitments but Allow Receiving Existing Commitment (PO: Purchase Order)? (Doc ID 2961631.1)

Goal

When Project Status 'Pending Close' (in Projects) is used and 'New Transactions' are not allowed for this status, it is no longer possible to create new commitments against the project.

However, receiving of both existing Services (into Expense) and Material (into Inventory) purchase orders is also no longer possible.

Is there a solution for the scenario in which it commitments against the project are not allowed but still be able to receive exiting (expected) PO shipments (receipts)?
