Symptoms
On : 12.2.7 version, Transaction Entry
ACTUAL BEHAVIOR
---------------
Enter order via Web store - where freight terms = FREIGHT ALREADY QUOTED -
Populate the OE interface tables
Run order import
Check the order creation and freight terms now shows = seller pays freight
Customer notices that
order ending with 1166 works properly displays correct freight term at line level
order ending with 1165 does not work properly - and has different freight term at line level than header
EXPECTED BEHAVIOR

For all orders freight term at header would be the same as at the line
STEPS

The issue can be reproduced at will with the following steps:
Enter order via Web store - where freight terms = FREIGHT ALREADY QUOTED -
1. Populate the OE interface tables
2. Run order import
3. Check the order creation and freight terms now shows = seller pays freight
