ACTUAL BEHAVIOR

system allows the user to create an IDV without “Award Type” or “IDV Type”
EXPECTED BEHAVIOR

system should not allow the IDV to be approved without “Award Type” or “IDV Type”
STEPS

The issue can be reproduced at will with the following steps:
1. From the Contract life cycle management responsibility
2. Create an IDV without “Award Type” or “IDV Type”
