Service: Debrief Line From Field Service or Depot Repair Not Updatable In SR Charges Tab

It's not possible to update fields in SR charges tab for lines created from Debrief.
Create a Service Request. Add a Task to that Request. Debrief the Task.
Lines get imported into Service Request.
Lines cannot be updated in Charges tab. Cannot change Service Activity or Operating Unit values.
Lines added in Charges form are updateble. Why isn't the same true for lines created via Debrief (Field Service Report).
These fields were previously updateable prior to 11.5.9 for Debrief and 11.5.10 for Depot.
