Modifier not Getting Applied on Sales Order Due to Sales Channel Attribute is NULL (Doc ID 2962965.1)

On : 12.2.5 version, Modifiers Setup only

Modifier is defined/configured in the system using Qualifier context as customer and qualifier attribute as sales channel.
This sales channel attribute is defined with operator as Not Equal conditions.
For example:
Customer-Sales channel - Not = A,
Customer-Sales channel - Not = B, etc.

When sales order is entered for customer for which sales channel value is NULL at customer level, in that case modifier is not getting applied on sales order.
But if sales channel has any value at customer level then is working fine.
