ECCv7 Incremental Data Load Not Picking up Incomplete or Deleted Transactions (Doc ID 2963296.1)

Symptoms

After deleting incomplete invoices in Oracle Receivables, the records still show in the 'Incomplete Transactions' table, even after running the incremental data load.  The record are removed if the full data load is run.

Steps to Reproduce:

Responsibility: Receivables Manager
Navigation: Receivables Command Center

  1. From the Incomplete Transactions tab in ECC, click on an invoice to drill into the core Receivables forms.
  2. Delete the invoice 209351, record is successfully deleted
  3. Run the incremental load. The load completes successfully, but the deleted transaction still shows in ECC under Incomplete Transactions.
  4. Again click on the link from ECC, results in ORA-01403 error in EBS as the record doesn't exist in Receivables
