WEBADI Create Integrator Fails With Failure of Web Server Bridge Error

Symptoms
While attempting to create a new Web ADI Integrator the error message displays after selecting the Interface Name field.
Failure of Web Server bridge:
No backend server available for connection: timed out after 10 seconds or idempotent set to OFF or method not idempotent.
The issue can be reproduced at will with the following steps:
1. Navigation: Desktop Integration>Manage Integrators
2. Create Integrator
3. Enter parameters..
4. Select Interface Name.
5. Process hangs for five to ten minutes and then error displays.
