BI Publisher: Setting Up the Data Decimals property to zero "0" at the Chart level is not Reflected in the BI Publisher Template Type (XPT), the Decimals are still Shown in the Chart Values as zero "0". (Doc ID 2963639.1)

Symptoms

When attempting to set the Data Decimals property to zero "0" at the Chart level, the fetched results does not take effect, the values are still shown with decimals set to zero. This issue is specific to only BI Publisher template type (XPT).
E.g. For a value 1, the value displayed in the Chart is shown as 1.000.

The issue can be reproduced at will with the following steps:
1. Login to xmlpserver (http://host:port/xmlpserver).
2. Go to Catalog.
3. Open an existing report which was created with Chart type set to Graphs.
4. Edit the report.
5. On the left panel select Properties.
6. Expand Chart Value.
7. Set the Data Decimals to zero "0".
8. Save the Changes.
9. Run the report.
10. The Decimals values are still showing, e.g. "1.000" instead of "1".
