PERWSEMP Form Fails With Error Message 'Routine FDFSVX: The requested operation cannot be performed' (Doc ID 2964047.1)

While using PERWSEMP form to enter person, it fails with an Error Message.


Error:
Routine FDFSVX: The requested operation cannot be performed directly through a flexfield window.
For example, some value sets can require a special application form to manage and maintain their values.
Consult your application's user reference for the proper form and/or procedure to do this.


Steps to Replicate:
The issue can be reproduced at will with the following steps:

1. Navigate to HR Foundation > HR Foundation People > Enter and Maintain.
2. Query an Employee and go to Location.
3. Click on the Flexfield cell.
