R12.2 Price Book Performance Issues Takes Hours When Run for One Customer Using One Price List (Doc ID 2966055.1)

Symptoms

Find poor performance for Price Book Generate and Publish
Price book runs for almost 7 hours and completes in error.
Expects the price book to complete in minutes, not hours.

The issue can be reproduced at will with the following steps:

1. Responsibility: Oracle Pricing User
2. Click on Reports tab
3. Click on Create Price Book
4. Enter price book criteria (parameters):
     customer
     customer number
     operating unit
     pricing perspective (Order Management)
     pricing effective date (11.05.2023)
     item quantity (1)
     Product Criteria (All Items)
   Additional Pricing Criteria
    Price list name
5. Click apply to run the request to create the price book.
6. Click on View Output
