Cancel Action Completes With Error :APP-PO-14160:Document action not completed successfully Or Unreserve Encumbrance Accounting Event Not In Specified Period

Symptoms
While trying to cancel a Purchase order, the following error appears:
Cause: You attempted to perform a document action that is incompatible with the document status.
However, when trying to unreserve the PO, the system was trying to unreserve the PO in the current period (example: July 23), whereas the GL date mentioned during the cancel action was August 22, 2022.
The issue can be reproduced at will with the following steps:
1. Login to Purchasing Respsonbility
2. Purchase Order Summary
3. Query the Purchase Order
4. Go to Tools>Cancel
5. The error appears
6. Go to Tools > Unreserve
7. The system was trying to unreserve the PO in the current period
