Unexpected Error Thrown After Patch When Creating RFQ - "APPS.PO_NEGOTIATIONS_SV1" has been invalidated (Doc ID 2966614.1)

Symptoms


When trying to create new RFQ from Demand Workbench/ Requisition in Oracle Sourcing,
get unexpected error.


Exception Details:  oracle.apps.fnd.framework.OAException: java.sql.SQLException:
ORA-01086: savepoint 'CREATE_NEGOTIATION_BULK_SP' never established in this session or is invalid
ORA-06512: at "APPS.PO_NEGOTIATIONS_SV1", line 178
ORA-06510: PL/SQL: unhandled user-defined exceptionORA-06512: at "APPS.PO_NEGOTIATIONS_SV1", line 174ORA-06512: at line 1

Issue can be reproduced by following steps:
 In Sourcing responsibility:
  1. Go to Sourcing Home page -> Requisitions
  2. Select Requisition Line -> Click Add
  3. Click Create
  4. Error thrown
