Symptoms

Running java oracle.apps.fnd.isg.setup.SoapSetup fails with Error "BootStrapPropertyFile "isg.properties" is not readable"
 


The issue can be reproduced at will with the following steps:

1. Follow Doc ID 1311068.1
2. Configuration Steps on Oracle SOA Suite to Integrate with Oracle E-Business Suite>Run the setup script
3. Run Script java oracle.apps.fnd.isg.setup.SoapSetup
4. Execution Fails
