Symptoms

The program PRC: Generate Draft Invoices for a Single Project is not completing for multiple projects.
The program is submitted, and never completes.

The database does not show any activity related to the program running.

PRC: Generate Draft Invoices for a Single Project should complete in a few minutes (less than 5 minutes)

The issue can be reproduced at will with the following steps:
1. Log into a Proejcts responsibility

2. Navigate to Others > Requests> Run

3. Submit PRC: Generate Draft Invoices for a Single Project
