GINV: IGT ORDER PDF 7600B Print on Requesting side performance

Symptoms
Observing performance issues on the Requesting Side with the IGT ORDER PDF 7600B print that runs when Order is submitted.
The delay/performance is observed in the trace on the following:
"UPDATE fnd_lobs SET file_name"
The cpu and elapsed times are excessive.
STEPS
1. Go to to Purchasing responsibility that has IGT Order manager role.
2. Navigate to Buyer Work Center -> Orders -> IGT Orders.
3. Create an IGT Order
4. Submit for Approval and Approve the IGT order.
5. The concurrent process to generate 7600B is kicked off
