Symptoms

Duplicate records are observed in FF_GLOBALS_F, FF_FORMULAS_F, & FND_ID_FLEX_STRUCTURES_TL under HR schema causing issue in custom reporting.

However, no duplicates are found under Apps schema.

The issue can be reproduced at will with the following steps:
1. Apply RUP or legislative patches
2. Check the data
