R12: AP: View Payment Details Is Not Opening From Payment Workbench (Doc ID 2968068.1)

Symptoms

While trying to view payment details for a payment the payment page is not opening.

"Function not available to this responsibility. Change responsibilities or contact your System Administrator."


The issue can be reproduced at will with the following steps:
1. payables inquiry responsibility --> payments --> payments
2. query a payment in the payment workbench
3. go to tools --> View Payment details

Due to this issue, users cannot view the payments details screen
